Tier III Colocation vs. AWS: When Colo Wins for Houston Businesses

Somewhere around 2018, "move everything to the cloud" became the default IT strategy for Houston mid-market businesses. Most of the time, that's been the right call. But for a meaningful minority of workloads, it's been the wrong one — and the cost of getting it wrong compounds over the five-year window of a typical cloud commitment.

This is a straight look at when Tier III colocation in Houston beats AWS or Azure hosting, and when it doesn't.

What "Tier III" actually means

Tier III is a data center design standard defined by the Uptime Institute. It's not a marketing term — it's a specific set of infrastructure requirements. The headline one is concurrent maintainability: the ability to take any component offline for service without taking the data center offline.

In practice, that means:

  • Redundant power paths. Two independent utility feeds, UPS systems sized to handle the full load, and generator backup capable of running indefinitely.
  • N+1 cooling. Enough cooling capacity that any single unit can fail or be serviced without impacting floor temperature.
  • Physical security. Multi-factor access controls, logged entry, 24/7 monitoring.
  • Structural resilience. Engineered for the environmental threats of the facility's region — in Houston's case, that includes named-storm wind loading and surge evasion.

When colocation wins

Five workload categories where owning the hardware and hosting it in a Tier III facility beats the public cloud:

1. Specialized hardware with physical-presence requirements. Industrial control systems, medical imaging (CT, MRI, CBCT), broadcast equipment, legacy line-of-business platforms that predate containerization. Moving these to a hyperscaler is either impossible or so expensive that the economics flip against it.

2. Compliance frameworks that demand documented physical controls. HIPAA's Security Rule has physical safeguards sections. CMMC Level 2 expects documented facility access logs. CFATS Chemical-terrorism Vulnerability Information has specific access-restriction requirements. Public cloud providers satisfy these in the abstract, but the documentation-specific expectations are easier to meet when you can actually show the auditor the building. 3. Steady-state workloads with predictable compute. Hyperscaler economics are built around elastic, spike-heavy workloads. For a 24/7 ERP instance or a stable EHR that needs the same eight cores running every hour, capital-owning the hardware over five years often beats the hyperscaler bill — especially once you account for the egress, load balancer, and managed-service fees that accumulate around every active workload.

4. Data residency and egress economics. Moving large volumes of data out of AWS or Azure is expensive. If your workload involves regular outbound data transfer — research datasets, broadcast archives, industrial telemetry replicated to a client — egress fees can quietly overwhelm the compute savings that justified the move.

5. Named-storm resilience paired with proximity. For businesses on the Ship Channel or the coast, "the cloud" is abstract but still geographically concentrated. The nearest AWS and Azure regions (us-east and us-south) have their own geographic risk profiles. Hosting inside a Tier III facility inland of the Houston surge zone — with local engineers who can physically work the floor during the event — is a different risk profile than hoping the hyperscaler's distant region rides through. When the cloud wins

The inverse cases, which are the majority:

  • Spiky, burst-heavy compute. If your load triples during tax season or quintuples during a product launch, hyperscaler elasticity is the right answer.
  • Managed services you'd otherwise have to build. Managed databases, serverless functions, AI inference endpoints, globally distributed CDN. The hyperscalers' real product isn't compute — it's the services stack on top of it.
  • Small, containerized, modern applications. Greenfield web apps, modern SaaS, anything that was built in the last five years with cloud deployment in mind. Building out dedicated hardware for these would be overengineering.

The hybrid model — what actually happens

The honest answer for most mid-market Houston businesses isn't "all cloud" or "all colo." It's a documented hybrid:

  • Productivity apps and email in Microsoft 365 or Google Workspace. Zero reason to self-host.
  • Greenfield applications in Azure, AWS, or Vercel. Modern stack, managed services, good fit.
  • Specialized or legacy LOB systems colocated in the Bunker. Physical proximity, documented controls, known economics.
  • Backup and DR layered across both — primary data in cloud object storage, warm-standby replicas in the Tier III facility, immutable copies isolated from both.

The architecture stops being a religious debate and becomes a workload-by-workload decision.

What to actually ask

When evaluating colocation for a specific workload, three questions cut through most of the noise:

  1. Over five years, what does this cost running where it is today, versus colocated? Include every hidden cost — egress, managed services, support tier, renewal escalation. Not just the base compute number.
  2. What does the compliance auditor actually want to see? If the answer includes "documented physical access logs" or "facility tour," that shapes the decision.
  3. If this workload goes down during a named-storm event, what's the plan? If the plan is "hope," that's a gap colocation can fill cleanly.

The right answer for any given workload isn't fashion — it's the answer that survives its five-year operating window cleanly.
